Simcity 5 keeps crashing.
I play the game and after a little bit it crashes, it says "sim city as stopped working" i know it has nothing to do with my graphix card or anything because it used to do it with simcity 4 not that ...

You can use Google / Yahoo if you wish to verify it, but after 40 years of dealing with every kind of computer, building many dozens, up to a total of probably over a hundred, over the past 20 years or so, I am heavily experienced.
Why would you think that the game crashes and is actually "Shutting Down" the computer? Of course it's a BSOD.
All the same in principle.

i haven't BSOD but when SimCity freeze, windows is still available except that Simcity stay frozen foreground. I can't kill process because the task manager stay behind SimCity.

I'd start with advising to update to the latest drivers for your GPU, that can't hurt:
