Simcity can't load on windows 11

I have tried loading the game... uninstalling and reinstalling. Deleting the UserData folder and repairing... anything I've found online. The game won't load. I have done changes (new video card and such) to my PC since I played last, but everything driver-wise is up to date.

To be clear, I can't even get into the game. The "SimCity" logo pops up, and just hangs there. Not even the first screen of the game.
