SimCity Complete Edition only allows you to play "cities of tommorow"

I purchased "SimCity Complete Edition." However, it only allows me to play "Simcity Cities of Tomorrow." When I click "play," it automatically loads SimCity Cities of Tomorrow. It does not load SimCi...
