SimCity keeps freezing (NOT BSOD or windows error)???

I have 2 citys in one area, one of them plays fine the other I can play it about 3 to 5 mins and the screen freezes.  I play under MUDD_27 On the Oceanic server the region is Waters Edge and the city that locks up is Laguna Vista.  Thanks.
