@Mightylink - there is a post in an earlier thread (http://answers.ea.com/t5/SimCity-2013/Terrain-Bug/m-p/6261803#M126014) that suggests it's a Radeon graphics issue. Try installing an earlier driver - non-whql-win7-64bit-radeon-software-crimson-relive-17.6.2-june13

It worked but going back to such an old driver breaks 10 other newer games, its a terrible solution and I think I'm just going to uninstall this game.
I can't just stop downloading driver updates because of one game, you have to keep your drivers up to date!
I know with my Nvidia cards, there is a utility program where you can set which driver and settings to use for each game. If Radeon has something like the Nvidia GeForce Experience, you might be able to configure it to use the older driver.
I totally agree that they should be updating the drivers, but this game is outdated and generally unsupported, save for this forum. It will eventually just fade away as less and less people will be able to play it. I have considered getting Cities Skyline, which I've seen recommended as an upgrade/alternative.
