SimCity has a 64-bit version - see the attached screenshot. It worked fine before Big Sur.
Aspyr has made their version compatible with 64-bit; if you have purchased Aspyr's version of SimCity Complete Edition from the Mac App Store, then any issues with a new MacOS should be directed to them. You can find their support page here: https://support.aspyr.com/

Apple dropped support for 32-bit games like SimCity, beginning with MacOS Catalina 10.15. There is more information in this post: https://answers.ea.com/t5/SimCity-2013/Mac-SimCity-and-MacOS-Catalina/m-p/8298578#M127940 , including some options for running 32-bit games after upgrading to Catalina or Big Sur.
If you purchased from the App Store, you have the Aspyr version. In January 2020, Aspyr updated their version to work with Catalina. EA does not support this adapted offline-only version of SimCity. If it is no longer working with Big Sur, you will need to contact Aspyr for support. Submit a support request for the Aspyr App Store version of SimCity 2013 here: https://support.aspyr.com/hc/en-us/requests/new

@BlackjackWidowThank you I tried most of the self help options here, the Aspyr v from January doesn't work and I don't have the option (yet) to create an external bootable drive on Big Sur (I can create the disk but don't have the option in Big Sur), I tried running on Parallels in Windows and the game started but then soon crashed - definitely a ton of roadblocks this time around trying to get these to work
