simcity unable to reclaim city

I am trying to reclaim a city and it says I do not have the content that was used in the city. I have purchased all the extra content for the SimCity(2013) gane so I cannot see how this is the case. Pleade fix tbis bug so that players and reclaim abandoned cities!
