Delete the contents of Origin->SimCity->SimCityUserData->WebStorage and try again - this solved it for me
doesnt work. Problem is that the launcher dont appear. Its in the processes in taksmanger but then just dissapears.

This actually worked for me, delete all the files under this folder and then when i hit play
from the launcher, the game popped right up....im back to helping my citizens!

SOLUTION:
find the SimCity folder, (right click on icon, open file location)
in the SimCity folder find SimCity User Data
Origin Games/SimCity/SimCityUserData
delete all the contents of the User Data folder.
SimCity launcher should now launch properly
-- this was the solution they gave for if the launcher was stuck checking for updates but it also works here.
