I had this issue too, i uninstalled simcity and reinstalled it, i can now launch the game but can't log into any servers as they are constantly 'busy'.
Seems to be one problem after the next.
I have deleted the user files three times, i have reinstalled it three times. I have done the same on a different computer all to the same result! Piece of crap. This is the first and very last time I buy through EA and origin. $80 down the drain on a game i can't even play.
