I fixed my installation by deleting the C:\Program Files (x86)\Origin Games\SimCity\SimCityUserData folder in its entirety. Then it launched and downloaded an update, and I was able to play again. You may want to backup the folder first. I suppose renaming it would have the same effect. I hope this helps.
