Hi @Lambda8888 - As mentioned in the post above yours, this seems to be an issue for some people, while others never have the issue. SimCity is a legacy game with no active development team so there won't be any more updates to the game.
Did you try the workarounds? The post here: https://answers.ea.com/t5/SimCity-2013/Tutorial-Bug-Buy-Water-from-Lucky-Shores-No-Neighboring-Water/m-p/7194396#M127211 explains options that have worked for others.
2022 and it's still not fixed! Think I'll ask for a refund.
