Hi @tokibaeki - That's quite a pileup you have there! I think that you can connect the road segment to the main road (on right side of your screenshot), if you bulldoze that main road back a little bit first. It's probably not connecting right now because it's too much of an angle. If you can bulldoze it back further, then run a new piece up to the segment, that should connect it to the little piece underneath.
If you can connect the road to that (or just make another road that will connect), let all the vehicles move off the section so the there's nothing stuck there. Then you can hold down the ctrl button when you click the road with the bulldoze tool, and it should delete the entire stretch of the road, including that little piece underneath the Academy road.
If you're playing offline, I would do a "save as" before you try this, just in case you don't like the results. I hate to say it, but if you can't manage to connect the piece to a road, you may have no choice but to try to delete the upper road first. It sounds likely that the upper road is attached to the Academy and will bulldoze the whole building.
