This happened to me with a city (Sawyer's Crossing) I was playing in sandbox mode. I had put hours of work into laying out the roads, transportation, buildings and zoning over the past few months. I was finally ready to play it and let the population grow. I switched to play with another city (Magnolia Wetlands) in the region but when that city loaded, the buildings didn't load in detail. They looked the way they do in an inactive city. Then I tried to switch back to Sawyer's Crossing and I got the message "Unable to load city at this time. Please try again later." I quit and tried the next day and got the same message.

First City to not be able to load. I do remember using Alt f4 the last time it was working. I hope for some resolution.
