Unable to load map or claim other areas

Need help. I have 2 issues.

First, in the open world map for some reason it's showing that I've claimed all the new cities even though I haven't? Is that normal?

Second, when I do claim a new area its telling me "unable to load the city at this time. Please try again."

Anyone have any clue on what's going on?  Any help/suggestions would be much appreciated.
