That IS strange, usually you can skip the tutorial once and it won't ask you to play it again. Try this:
- Exit SimCity and Origin, then set SimCity.exe and Origin.exe to "run as Administrator".
- Launch Origin, right-click the SimCity icon and choose to Repair the game.
- Launch SimCity and let the tutorial load. You want to click "OK" and let the tutorial load before it will let you skip it. Once the first popup appears, click the Options button (... in the upper right hand corner) and choose "Exit to Main Menu"
- That should skip the tutorial completely every time now. To skip the intro videos, hit the Esc button when they start.
That will cancel the tutorial for good if you're using offline mode. For online mode, the tutorial used to be the way you registered on a server, so if you changed servers you had to skip the tutorial again on the new server. I'm not sure if that's the case any more. Just be aware if it launches the tutorial again on a new server, just be sure to enter the first screen of the tutorial before you skip it. Happy building!
