windows 11 Simcity 2013 won't launch

When trying to launch the game it starts up the initial screen connecting to the servers. Then when you click on Play the window goes away but you can hear the game music playing in the background. There is no open game though even though the music is playing. Just looking for some suggestions as to how to proceed. I have tried the below so far. 

1. Clean install

2. ran as administrator

3. ran under compatibility mode with various settings

It appears the game gets stuck loading on the EADesktop.exe under the compatibility folder.
