I just bought the game today, I have the same graphics card 970GTX and also having the same issue with the white flickering the buildings are also acting funny and have glitched artifacting boarders.
The graphics really seem so different from what I have seen on YouTube videos
I am quite dissapointed since I liked the graphics first thats what drew me into the game
I am also using the same drivers 347.09 I may try rolling back since another guy had issues and posted it
Update: Sad to say its still buggy even after rolling back to an older driver it looks like they need to fix it on both ends (Maxis & Nvidia) I just hope development of this game is not dead yet due to poor reception this will realy make me consider their future products if its not fixed.

I also tried some old versions but unfortunately no luck, so as you said I also think EA or NVIDIA both need to look into it.
It would be good if EA recognizes this issue and gives us any solutuon.
