With haste?
You are asking too much... The only thing you get with a haste is a half tested product (a potential great product)... You don't get answers with haste, because they do not even know The question.
Give it a rest... This won't be fixed because they actually want to encourage you to buy all of the DLC so that they can make money. This is a publicly listed company so of course their primary focus is to make money. Their second focus is to make games.
Deal with it.
Are you sure that purchasing all of the DLC allows you to get around this problem? I recently bought the Deluxe Pack and downloaded the Nissan Leaf DLC in an attempt to claim an abandoned city next to mine, but the issue persisted. Does owning all of the DLC actually fix the problem? If so, I guess there's still the roller coaster back that could be preventing me from claiming.
I'm not sure whether anyone has tried this yet, but I just contacted the support team as to this issue and they escalated the matter to the studio/senior support. Perhaps nothing will come of it, but we can only hope!

At this point they seem technically unable to fix it: so since we've been waiting so long with this feature broken, the devs should just let us claim any city, regardless of content--it's not like we'd use that to get access to content we shouldn't at this point.... it'd make the game usable right now instead of "Abandonville" where all the cities in a region are abandoned but unclaimable
well, I don't see how this is going to encourage players to buy all the dlc. when I choose a region to join, i simply ignored regions with abandoned cities.
The sam thing happens on Saints Row , I guess they just don't want you to have the privilages of the DLC ( by privilages, i mean if the previous player has left behind a building or ploppable that is only available as a DLC )
Actually, even if you buy ALL of the DLC you still cannot claim some cities due to a BUG.
EA can create a simple "RESET BUTTON" to clean abandoned cities by releasing them for whatever Gamer can use !!
