Getting no progression towards districts levels

After the Season 3 update, I've encountered this weird bug all my district levels now say zero/zero and any challenge I complete I don't make any progress towards levelling up. This could be an error...

same. it occasionally remembers i've played the game before and displays correctly, but most of the time it's all stuck at zero
