I believe they’ve done this deliberately. You rack up a massive amount of Halloween chips, with little to buy with them. So, when event-specific items hit the top of the shop, you would rightly expect that they are obtainable with the relevant currency: the cost tracks with what’s already been offered and the theming matches, too.

It’s just another example of this game being predatory in design; content to rip people off in the short-term rather than provide long-term value for money.
