I think it's very unlikely that SKATE will come without a Season Pass or something similar. Basically EVERY game these days has exactly the same system - bind players to the game and trigger FOMO.
I'm just going to assume that something like this is coming, so I'll go straight to the team. Please do it right. Nobody who works and has a family wants to have a pass they'll never finish. Please see how Helldivers did it, you can choose what you unlock and how and the pass can't expire.
