Spot Modding Mission Hard Stuck

Intermittently I have been unable to place quick drop items. Sometimes this has been resolved by exiting and reentering quick drop. It is just not working at all for the Spot Modding mission. Originally there where ghost ramps i couldnt remove and then when I try to place my own even now with those gone nothing appears. No outline for placing, and attempting to push the place buttons leave nothing. Ive restarted the game multiple times, exited and reentered the quick drop menu and the whole mission.
