Weird performance or camera bug.

I noticed that my performance felt very low (+/- 15fps) and changed the settings but nothing felt different. 

Tried an OSD to see what the actual frames are that I am getting and it was around 120-180fps. Anything I do like skating or just stand and turning the camera feels like this game runs at 15fps even though it is above 100. No changes in the settings help, could it be the latest nvidia driver causing problems?

I do not see any frame duplication settings, so I doubt that is the cause.
