Why they email everyone and then not approve all of them

Why would they send out the email and directions of getting the code and download it they just don’t approve. Why not just send it to the only people able to play it so it’s not just putting bait rig...

can't even get into the playtesting login page either it keeps queueing me then sending me to some battlefield page
