    Solved by moving taskbar to bottom

@RotblutThe video is useless since as I stated, I was able to launch and play the game completely fine previously. Clearing cache is irrelevant to my issue, I already added it to exclusions, and clean boot won't help. 

EDIT: also pretty sure that a windows update caused dat or smth
