Yes it does work.
The weapon cooling works obvously but the ability recharge? Have you timed it? I could notice no difference and you don't get the 'faster recharge' animation you get from big deal or recharge command.
Uh, no it doesn't. The only thing that works is the cooling process it gives to blasters not the reduce ability cooldown. @Starwarsnerd9000

No... It doesn't. Do you have a clip to show it? I also tested it out on GA, played him all day yesterday and even tested it out on offline arcade with a secondary controller and there was no CD indicator showing when I was playing as BB9E being next to the second player. @Starwarsnerd9000
