Can't Look or Aim in Game

There's a major glitch, I tried closing all programs, I ran both monitors, I changed resolutions, I reinstalled the game and the issue persists!!!

I can't even play this game because the glitch is mouse/look related:

1: Sometimes the cursor doesn't even come up when the game is launched

2: Sometimes it does but you can't look past a certain point, like it blocks you after looking 10 degrees either left right up or down then it blocks you from looking any further

3: Sometimes you can finally look, but the cursor is always on top and it glitches the looking speed, it makes it feel like you're playing on 10fps....

EA FIX THIS $H1T!!!!
