It is a while back when I last played the campaign, but if I remember correctly, the maps in which you walk and talk to other characters, you cannot change the first/third person.
However, in parts that you can shoot and run, you should be able to switch this. Did you have a look in your game settings if you have a key bound to the toggle between first and third person?
Just to test it, you could go in an arcade map and try it out for yourself. It should work there everytime, so you can be sure it is not in your settings.
If those things fail, you could restart your game and reset the keybindings to default. Maybe that works!
