As others previous have said. When you get to that folder you'll see a settings folder. Double click on that and in there you'll find your boot file.
I had same problem. Freezing on loading screen and never getting to start game menu. In fact it completely locked my computer up and with no signs of a fault. Had to reset it everytime I tried to get it to run the game. Mine seems to be as advised, I had to turn off directx12. I have 2 x nvidia geforce 670's fitted running in SLI mode. From reading the replies it seems the geforce needs dx12 turned off if you have issues and the rtx cards seem to need it switched on. My guess only.
Oddly mine ran 1st time and then not the next day. The way I got mine to work was by following the advise to get to boot file which I found in the settings folder. So one more folder extension on.
When I opened the boot file in note pad, there was no info written in it. Infact all files in the settings folder was blank as though info had been erased.
So I right clicked on each file in the settings folder one at a time and then selected restore file option. It then asked if I wanted to replace it with a earlier saved file. So I accept the earlier file. Please note I did this with all 4 files in the settings folder.
Then I opened the boot option file in note pad again and found numerous lines of text. I changed directx12 option off by changing the last digit from 1(on) to 0(off) as suggested and saved it.
Once that was done I made a copy off the settings folder and saved it into a new folder on my desktop should I need it later. It has worked the once since doing this. Hopefully this will work.
So for some strange reason it seems to have wiped the file text held within the original files. So basically it is like the file structure is all correct, no files missing, but no text in the files themselves disappeared.
