Community Manager
This post was originally from August and posted under the Bug Reports board (moving it to the Technical Issues board where others troubleshoot tech issues), so it looks to have slipped through the cracks. Giving a post a "bump" every 24 hours is completely appropriate if a Community Manager or community member isn't responding to the post.

Are you able to sign in if you power cycle your console and network with these steps:
Reboot the Network
- Unplug the modem/router power for about 5 minutes to refresh the network. A fresh connection can help clear up most basic connectivity issues.
Xbox One:
Power Cycle the Console
- Turn off the Xbox One console by pressing the Xbox button on the front of the console for about 10 seconds until it shuts down completely.
- Unplug the console's power cable. Wait 10 seconds.
Important Be sure to wait 10 seconds. This step resets the power supply.
- Plug the console power cable back in.
- Press the Xbox button on your console to turn on the Xbox One.
Clear Mac Address
- Clear the MAC Address: From the Xbox dashboard select Settings>All Settings>Network>Network Settings>Advanced Settings>Alternate MAC address>Clear, then restart your Xbox.

I found some other guy having the same issue, he spent 3 days talking to xbox about fixing the problem. None of their suggestions of hard/ soft resets worked, so he went to customer support after 2 or 3 hours they finally found out it was because he was nearing the end of his subscription and he didn't have a credit or debit card payment method in his xbox so it just cut him off for no reason, which is EXACTLY what is happening to me right now... ( "wait a full minute, then try again" ) I paid for a month so why am I getting less?
