Happens to me as well, very funny
My dxdiag will make evident that my graphics card can't handle this game, so I won't bother, it has been like this since pre-release
But this BUG is new
I've been away for some time, my free time has dropped considerably, but eventually I'll be back. However I've been focusing on uncovering the secrets of this BUG whenever I have the time, and I already managed to pull it with several skins. It's more skin related then character related.
This is with Palpatine. Most skins can trigger this BUG, I've managed to do it with Palpatine, Vader, Finn, Phasma, and multiple skins from Leia, Han, Lando, Kylo, Chewie, Dooku, Yoda, Ani, Obi, and Rey

Now with Kylo. This one is nice because the glitch can come in 3 different forms: Hoodless, Capeless, or both together. In this video he's just Hoodless.- 7 years ago

Do you know which GPU you use? I use an underwhelming GeForce 940MX. And I have just tested this BUG with all graphics settings on Ultra and it also works. I usually put all settings on low except Mesh Quality and Effect Quality, both on medium (unless I want my game to be unplayable, because these 2 on low make the game look horrible).I've messaged @RogueOneKenobi to test it with his GTX 1080Ti. If it works there, then I believe it's a universal BUG. When he confirms to me I'll make a video explaining how to trigger this BUG on purpose. And I hope they don't fix it, as we have much worse BUGs that need to be fixed first, and especially because this is a harmless BUG to the game, it doesn't give any special properties, and can only be seen by the one who triggered it (I confirmed that yesterday). And it's a funny BUG.

And now with Anakin. The first one where the BUG really messes up the character model. Still today I'll release the video on how to trigger this BUG on purpose.
