is there a reason why official modding tools were never made available?

i mean i understand that in many instances community wishes and successfull business practices conflict with each other, but that one seems to be a win-win situation
at least judging from some franchises as elder scrolls, who definitely multiplied their longevity with those, and also remembering that official tools were released for past star wars games like jedi academy or classic battlefronts
did it simply never come up or do those tools have some vulnerabilities to access source code or break protection?
i mean ea never tried to take down frosty (thank you for that), and some of the frosty devs joined dice officialy, so it seems that ea supports modding, or at least isnt bothered by it
i mean the only reason i can think of, is that they believe that people will buy new fresh battlefront game less if they can mod the old one, but thats seems silly, completely farfetched
ps. and i know that we have frosty, but despite how good it is, it is pretty limited to what wouldve been official tools. something like offline galactic assault or even just navmeshes seems to be impossible to create with it, and even with other possible modifications authors have to jump through many additional hoops, especially in the past versions
