Hi all. this should no longer affect level 50 characters. If you're below 50 this issue should go away once you level up next.

I have rank 50. I have same problem. Restarting did not help.

I did restart a couple of times after playing for a couple of hours and it did eventually work. I've managed to upgrade them now.

  Did you have to restart the system or just the game? It still isn't working for me. I've been playing for a few hours too!

    Supposedly if you level up it unlocks them, But im lvl 50 along with most of my friends list so we're screwed
