@UNL1M1T3D_P0W3R From what I gather, it's Mark Hamill but with digital de-aging. I think it was Star Wars Explained on Youtube that said that. I can't remember. But it seems they did the same as Rogue One did with Leia and Tarkin. Mark Hamill is in the credits, so bare minimum it's him voicing the lines.
@ArchAngeL-PCX I'm assuming a stunt guy did the action and Hamill did the talking. The de-aging effects were excellent too. Truly didn't expect Luke to appear, then when he did I knew the vision was complete.
With all this Star Wars content coming I might have to actually sign up to Disney + lol. I just hate how devs drip-feed episodes weekly, so annoying. Needs to be buffed. Not working as intended.
