The Expert Weapons Handling card gives you longer success cooldown time when you successfully hit a cooling action in the yellow section.
(Each weapon has their own "success cooldown time". In most cases, the card gives you proper success cooldown time as it should.)
But NT-242 has very short success cooldown time. So the effect of this card is small.
I suppose it is from day1.
The root cause of this problem is a lack of explanation in that card, I think.
Clearly this card is not good for some weapons.
