I saw a post in another forum where this 30 fps lock was tied to a bad install of Nvidia 388.31? Not sure if that helps, I know it's kinda vague lol

    Tried re-installing the driver. No luck, unfortunately. Thank you for trying to help! I suppose I'll just have to wait and see if it ever gets fixed.

      Same problem here. Any solution?, i play with borderless too, but its not the same...
