There is a similar problem for PS4. I received a message stating that I could pre-load, but then I'm not allowed to actually do so. I pre-ordered the deluxe edition months ago.
Go to order history and under the processing order, click change payment method.
Then just confirm it the same, and you got it.

In my case, buying one month's Origin Access solved the problem
the change payment method doesnt work for me
if your order still processing then u need to contact with EA support then they will provide u option to refund game and preorder it again then contact them for the preorder bonus
I may have solved the issue, at least for PS4 users. Go into your purchased order history and select the game. There should be an option to download. I'm in that process now. Hopefully I can report back with some good news.
