Preorder dlc and last Jedi challenges unavailable for sub account on Xbox One

Summarize your bug My son has a sub account on my Xbox live gold account. He is able to play multiplayer, but he cannot access the pre order DLC or the last Jedi challenges. They are there, but don't load, just come up with a message saying 'content is unavailable at this time'. He has been able to play the single player Resurrection dlc with no problem.

Steps: How can we find the bug ourselves? Using an XBox Live Gold Account, install and update the game. Add a Family member to the Xbox Live Account. Log into the Xbox one using the Family Account.
What happens when the bug occurs? The Last Jedi Challenges will not load, nor will any Heroes or Star Cards. When trying to view Lst Jedi Challenges, an error message saying Content Not Available appears. The Last Jedi image on the Home screen has a 0 on it instead of a challenge.
What do you expect to see? All the same content as the main account holder has paid for.

Bit rubbish if this is intentional, literally no other games we have work that way, all content is shared. It just seems wrong, the whole point of XBox Live Gold on XBox One is being able to share it with your family.
