No difference with a clean boot. This rig is purely for gaming so no TeamViewer.
Problem solved!
I have an older HOTAS Saitek X-45.
I had moved it to various USB ports, but never removed it.
Removing that fixed the issue.
I suggest removing any USB devices that you are not using for the game.
