Ouch, that's bad luck. Green drops from crates are pretty common and blue drops from crates aren't too uncommon either.
I'd say I get at least one green about 40% of the time and at least one blue between 5%-10% of the time. I've had a couple crates with multiple blues in them. I'm not sure how many crates you've opened or what kind of crates you've opened. I only purchase hero crates and that's the only kind of crate I've ever opened.
I think the frequency of higher tier items is pretty fair to be honest. Personally I look at crates as the way to get crafting points and if I get a couple new items on top of that it's just frosting on the cake.
