It has happened to me occasionally, and I suspect it has something to do with vehicles that don't carry over from one phase to the next.  Either someone in the group has chosen one of these vehicles that doesn't carry over, or (and I'm pretty sure this has happened to me) one of the players WAS one of these vehicles, and even though they don't have that vehicle chosen for the next cycle, somehow the designation that they were that vehicle is trying to carry over.
