I got a reply from our specialists that Tallie's boost cards should not have an icon in the lower right corner, so it's not something, which is going to be changed in a patch.

Hi @EA_Ataashi, thanks for your reply. Thats fair but I just find it odd that "Tallie Lintra" is the only hero in the whole game not to have these white ability symbols on her star cards.

I admit that I was also considering it as a missing icon, but at least now we have a clear answer.
