If this is what I think you're talking about, its likely someone just waiting for abilities to recharge, so they can get back to it. Pretty common strategy...

@DarthFDGTrue if this player is e.g. an Anakin because his magnet is the only good ability on it's own.
Not true if he's e.g. Yoda, whose dynamic ability layout allows him basically to rush without taking any breaks.
