I remember the repulsor cannon one-shotting everything in arcade, and that isn't changed.
In arcade, I tried to reproduce the bug you described and it is indeed very weird. Things I noticed:
- You have to stand really close to the opponent to make it hit. Don't know if this is always the case because I never used it.
- Every opponent is one shotted, no matter the health. This is by design because AI cannot ragdoll.
- For no reason, sometimes the shots do not connect.
- If the 1st shot of the repulsor cannon is not connected and does nothing to an enemy well within range, then the 2nd shot will always kill the AI, also if you are aiming completely off.
- If the 2nd shot of the repulsor cannon is not connected, then the ability goes into cooldown normally.
