Skill Points Converted From Crafting Parts are NOT leveling up Hero Ranks
I was able to convert my crafting parts into skill points and upgrade my Star Cards but the numerical level of the Heroes isn’t changing. Also, even though that Hero is level 25 or higher I am unable to upgrade a card to epic since the level indicator didn’t update. This is the case for all Heroes. I spent 600 crafting parts on several characters and none of the levels changed. In the attached pictures you can see that my Star Card level should be 26 but the indicator shows 22.

I talked to the team to get it clarified and you are not going to level up after spending crafting parts in to skill point on a class, so its working as intended.
You can ignore my above troubleshooting message to try to re-sync the level.
