Turning Sticky/Slow (PS4)

Question

Lately I have been plagued with a frustrating situation throughout a game, when I turn half the time the speed at which I turn is ultra slow. Basically unplayable. It would then resume to turn at normal but even normal isn't that normal because it's not smooth. It seems to find sticky points that slow it down and it just goes back and forth between two.

This only started happening recently, not sure what it is. Anyone have any idea?

@Frosthuman93 is this happening in single player or just multiplayer? If just multiplayer it is probably a connection/server issue. There seems to be a server issue currently - lots of people complaining in game.

@Flatulent_Rancor Just tried it in arcade and it is there maybe once in a blue moon but so much better and smoother.
