Please bring video evidence of this so we can take a closer look. Choke has a multitude of BUGs associated with it, but bypassing block is one I've never experienced myself. Knowing how latency plays with hit detection, and also how blocking is unreliable due to another multitude of reasons/BUGs, I wouldn't be surprised if Vader's choke doesn't have any issue with being blocked, but actually either latency or the blocking itself that are causing the issue you're experiencing.
