This is a known bug. If you skip or do not follow the objectives/instructions as they appear then this will happen. I kept skipping the acknowledge ping from ally objective, which caused the bug for me. I saw this answer on reddit and was able to complete the tutorial.
- @Nemislayer I completed all the optional objectives before starting to attack the "power system" and it still didn't work for me.

Yep, I noticed when you rush the final star destroyer too quickly and ruin all its components it puts you in a progression stopper.
When I replayed it and carefully took care of each objective did I start getting new and different tutorial pop-ups that I hadn't seen before.
Pretty much when all its components are destroyed you'll find glowing blue cracks or rifts on the ship somewhere. You target and destroy those to finish off the destroyer. If you aren't seeing them then you've skipped a tutorial step somehow and it bugs your instance out.
