This is a known bug. If you skip or do not follow the objectives/instructions as they appear then this will happen. I kept skipping the acknowledge ping from ally objective, which caused the bug for me. I saw this answer on reddit and was able to complete the tutorial.
@Nemislayer I completed all the optional objectives before starting to attack the "power system" and it still didn't work for me.
