This is most definitely a bug and it's pretty disappointing that there was never a fix released for it. It's the last seed I need for the achievement and it just is not scanning. There's no option. There are no enemies in the area, BD isn't doing something else, and it's definitely the right plant. I have restarted the game several times now and traveled back to try and rescan it but no luck.
